CPAP user can't get rest

Post CPAP user can't get rest 
My boyfriend has been using his CPAP for about 4 years, has been going to see the doctors, getting tested yearly for the air pressure to be evaluated and changed.  Most recently the air pressure was set lower...he's still not feeling rested.  He is exhausted daily.  We don't live or sleep together but I do know that he uses his mask every night faithfully.  He does not remove it.  He really wants it to work.  

He doesn't know if the air pressure is too low??
If the air pressure is too high??
what to do next??  

He's just living his life exhausted and is having a hard time living being so tired.  He really wants this to work.

Any advice?  The doctors just don't seem to know how to help him...

does he know on what basis the pressure was lowered?  eg during a sleep study? or maybe after downloading data from the CPAP machine?  the first priority is to make sure the pressure is adequate, and that can often be done using an AutoPAP machine that the person borrows for a week or two.  the doctor then sees the results from the data download and can adjust the pressure.  if everything is correct in that regard, then perhaps he should have another consultation with his sleep doctor to explore possible reasons why its not working as it should.
