Hello KingCaprice, and sorry about your situation. If your husband can't get this resolved through his chain of command, the next step is request to see the Inspector General. Have him put in a call to the IG and make an appointment, after he informs his chain of command his intentions. Have him try to get a copy of his medical records before his appointment. He should be able to do this by submitting a release of information (ROI) request to whoever has records on him. Especially the sleep apnea, of course. If not, the IG can get the records, if deemed necessary, according to how your husband presents his case. In cases of such consequence as this, the IG will usually take it seriously and thoroughly investigate. There should not be any fear of approaching the IG. Whatever happens, make sure he gets his medical records. If they somehow get away with putting him out for this, the records will be necessary for any kind of an appeal, either to the Army or VA.
